A. Well, he obviously a little insecure so you basically hit the nail on head. He'll act shy. He's probably the kind of guy who wants the girl to make the first move. He may be a little scared because he's afraid of acting like an idiot in front of his crush so he feels that eye contact would be the safest way to express any sort of interest. If the crush attempts to talk to him, he might freeze up and might seem like he's not interested at all, but he just doesn't know what to say. If he's actually bothering you in person, then the next time it comes up, be clear that you're not interested in him that way.
